Thousands of Portsmouth, Gosport and Havant residents will be eligible for free energy and money saving advice. It doesn’t matter if you’re a homeowner, privately renting or renting from the council. Please find the eligibility below.

  • Contribution-based Employment and Support Allowance
  • Income-based Jobseeker’s Allowance
  • Income Support
  • Pension Guarantee Credit
  • Pension Savings Credit
  • Child Tax Credit / Working Tax Credit
  • Universal Credit
  • Housing Benefit
  • Council Tax Reductions
  • A Disability Benefit (Incl. Attendance Allowance, Carer’s Allowance DLA, PIP, Severe Disablement Allowance)
  • Industrial Injuries Disablement Benefit


  • Total annual household income less than £31,000

What is on offer?

Small energy efficiency upgrades such as LED bulbs, standby plug adapters and radiator reflectors for free

Referrals into further support available such as Income Max, white good replacement scheme and broken boiler scheme

Advice on how to reduce energy bills through simple behavioural changes

Water efficiency measures installed for free

Portsmouth City Council works closely with partners LEAP to deliver the Energy and Money Saving Service. After you refer yourself into the scheme you will be visited by a friendly and highly qualified LEAP energy adviser to carry out this service.
